NewToBC is managed by Public Library InterLINK (InterLINK) and funded by six participating public library systems and by the Government of British Columbia. InterLINK is a federation of 18 public library systems in the Mainland / Southwest region of BC. InterLINK coordinates library services to achieve cost advantages and increase the services and collections available to all member libraries. At present, the following library systems are actively participating in NewToBC:

- Surrey Libraries
- West Vancouver Memorial Library
InterLINK and the participating libraries play a vital role in the planning and delivery of NewToBC services by providing administrative support, by hosting cycles of the Library Champions Project, and by raising awareness about NewToBC services and resources. NewToBC works with participating libraries, with other InterLINK libraries, and with libraries across BC to raise awareness about and connect newcomers to library events, materials, programs, resources, and services.
